Home » How to Use the OSS System in Indonesia: A Step-by-Step Guide

Starting a business in Indonesia requires proper licensing; however, the process has become more streamlined with the introduction of the OSS System in Indonesia. The Online Single Submission system, introduced to simplify bureaucracy, allows entrepreneurs to obtain licenses digitally. This guide explains what OSS is, who can use it, and the steps needed to secure a business license through the platform.

What is the Online Single Submission System (OSS Indonesia)?

The OSS System in Indonesia is a centralized online platform designed to handle all business licensing processes. Launched as part of the government’s efforts to improve investment and reduce red tape, it integrates various permits into a single digital system. Businesses use OSS to register their entities, obtain a Business Identification Number (NIB), and apply for operational or commercial licenses. The platform also connects with different ministries and local governments, ensuring a streamlined process.

A key feature of OSS is the risk-based approach to licensing. Businesses can be categorized as low, medium, or high risk. Low-risk activities may only need an NIB, while higher-risk industries must secure additional permits, such as environmental approvals or operational certificates. By tailoring requirements to risk levels, OSS makes compliance clearer and more efficient.

Which Business Type Can Use OSS Indonesia?

OSS Indonesia is open to all types of enterprises, whether local or foreign. This inclusivity helps ensure that entrepreneurs at every level can benefit from the system. Business entities that can register include:

  • PT PMA (Foreign-Owned Company): For international investors looking to operate in Indonesia.
  • Local PT (Limited Liability Company): A common choice for Indonesian entrepreneurs.
  • CV (Commanditaire Vennootschap): Often used by smaller partnerships.
  • UMKM (Micro, Small, and Medium Enterprises): Eligible for simplified licensing to encourage growth.

Each type of business follows the same initial process of registering through OSS but may face different requirements depending on their industry’s risk classification.

Steps to Obtain a Business License via OSS Indonesia

The OSS System in Indonesia provides a structured process for securing business licenses. To guide you, here are the main steps:

  1. Prepare necessary documents – Ensure you have your company’s Deed of Establishment, tax number (NPWP), and shareholder details ready.
  2. Create an OSS account – Register on the OSS website using your company information.
  3. Submit business data – Enter details such as company address, capital, and business activities. You will also select the appropriate KBLI code that classifies your industry.
  4. Obtain the Business Identification Number (NIB) – The NIB acts as your company’s unique ID, functioning as both a registration number and import/export license if applicable.
  5. Apply for risk-based licenses – Depending on whether your activity is low, medium, or high risk, you may need to secure additional permits such as environmental or operational approvals.
  6. Complete technical requirements – Higher-risk businesses must fulfill further obligations, such as building permits or waste management approvals.

The system’s design allows businesses to complete most steps online, reducing the need for face-to-face bureaucracy. The timeline varies depending on risk level and technical approvals, but OSS ensures greater transparency and efficiency than the previous manual process.
