Home » Halal Certifications Procedure in 2025

Halal certifications play a central role in ensuring products meet Islamic standards, especially in Indonesia where the majority of the population is Muslim. Businesses seeking to sell food, beverages, pharmaceuticals, and even cosmetics must meet halal requirements to gain consumer trust and enter broader markets. In 2025, the certification procedure received significant updates that simplify compliance for businesses while maintaining strict standards.

Why is Halal Certification Important in Indonesia?

Halal certifications in Indonesia go beyond religious observance. They provide businesses with tangible benefits that influence both consumer perception and market access. Here are some of the most important advantages:

  • Builds consumer trust in halal products
  • Ensures compliance with Islamic law
  • Expands business opportunities in domestic and international markets
  • Strengthens brand credibility

For Indonesian consumers, halal certification offers reassurance that the products they consume align with their faith. For businesses, it establishes a competitive edge in one of the world’s largest Muslim markets while also creating access to global markets where halal demand is rising rapidly.

Updated Halal Certification Procedure in 2025

The halal certification procedure in 2025 reflects major regulatory changes. Under Government Regulation (GR) No. 39 of 2021, halal certificates were valid for four years, with renewal required three months before expiry. However, the new GR No. 42 of 2024 has removed the renewal requirement. Certificates are now valid indefinitely, provided that no changes occur in product ingredients or the halal production process (PPH).

This update reduces the administrative burden on businesses and provides greater certainty. Companies can focus more on product quality while still maintaining strict adherence to halal standards. The certification process itself continues to follow structured steps through the SIHALAL online system managed by BPJPH (Halal Product Assurance Agency):

  1. Registration via SIHALAL – Companies create an account, fill in required data, and upload necessary documents.
  2. Document verification – BPJPH and the Halal Certification Body (LPH) verify information for completeness and accuracy.
  3. Appointment of LPH – BPJPH assigns an LPH based on expertise, services, and costs.
  4. Field inspection – Inspectors conduct on-site checks to review compliance with halal production requirements.
  5. Certificate issuance – BPJPH evaluates the report from LPH and issues the halal certificate if the product complies.

These steps ensure a thorough process that guarantees halal integrity from production to market distribution. While the path to certification remains rigorous, the indefinite validity now rewards compliant businesses by eliminating repetitive renewal procedures.
