Indonesia’s Ministry of Tourism has just rolled out a brand-new regulation — Minister of Tourism Regulation No. 6 of 2025 — which sets the latest rules for business licensing in the tourism sector.
The announcement was made via the Ministry’s official Instagram account @kemenpar.ri, and the regulation officially takes effect starting October 10, 2025.
“This regulation serves as the new legal foundation for tourism business licensing, covering business activity standards and supervision procedures,” the post read on Tuesday, October 14, 2025.
🗂️ What’s Inside the Regulation?
The 15-page document lays out a comprehensive framework, including:
➤ Business Activity Standards Tourism –> businesses in Indonesia are classified into 4-risk levels: low, medium-low, medium-high, and high. Licensing still refers to Government Regulation No. 28/2025, which breaks things down into three parts: Basic Requirements, Business Licensing, and Business Licensing to Support Business Activities.
If our business falls under medium-low, medium-high, or high risk, there’s one key document we need: the Tourism Business Standard Certificate — proof that our business meets the required standards.
➤ Supervision Procedures
There will be two types of supervision: regular and incidental.
▪︎ Medium-low risk businesses will be monitored by city/district governments
▪︎ Medium-high risk businesses fall under provincial supervision
▪︎ High-risk businesses, especially those involving foreign investment, will be overseen by the Ministry itself.
➤ Step-by-Step Administrative Sanctions –> If we break the rules, here’s what happens:
▪︎ We will get up to 3 initial warnings within a set timeframe
▪︎ If we ignore the written warning, our business activities may be temporarily suspended.
▪︎ Worst case? Our business license gets revoked.

⚠️ What Counts as a Violation?
▪︎ Not following the Tourism Business Activity Standards
▪︎ Failing to launch operations within the expected timeframe
▪︎ Not submitting regular reports, including investment activity via the OSS (Online Single Submission) system.
▪︎ Running business in a way that doesn’t match our self-declared standards during license application
▪︎ Operating business in a way that poses health, safety, or environmental risks.
🚫 If License Gets Revoked…
If our Business Identification Number, standard certificate, or operational license gets revoked, the OSS system will automatically cancel our access. And we will not be able to apply for a new license for at least one full year after the revocation date.
Already have business licenses? Don’t get too comfy. If our business risk level changes, we need to adjust our standards within one year of this regulation being enacted.
