Online disruptions to the Ministry of Law’s Public Legal Administration system since the end of last year have significantly impacted business operations, from hindering administrative activities for company establishment to the management of fiduciary security.
Sutra Oktaviani, a notary, said that system disruptions were already felt before the new year. However, the disruptions worsened after the new year, causing many administrative processes to come to a complete halt.
“Some of my work has been put on hold, such as company establishment. Fortunately, before the new year, I had asked my staff to access all the deeds that required access to the Ministry of Law’s General Legal Administration system,” Sutra explained as quoted from Hukumonline on Monday, January 13, 2025.
Related to Core Tax System
Sutra believes that the disruptions are closely related to technical changes in the tax system, particularly the implementation of the Coretax system by the Directorate General of Taxes (DGT), which took effect on January 1, 2025.
“The DGT changed the format of Indonesia’s taxpayer identification numbers (NPWP) from 15 digits to 16 digits, while the Public Legal Administration system still uses the old format. This synchronization has not been completed and the impact is huge,” She added. .
She also mentioned that this issue has actually been brought to the attention of the Ministry of Law’s Public Legal Administration system because this issue concerns and affects the national economy.
“But because it involves two agencies, they said the maintenance would be more difficult. When I asked when it would be finished, the answer was only ‘as soon as possible’ without any certainty,” she added.
People also have been complaining about the Coretax website frequently. The problems include fail to login, delays in issuing tax invoices, tax payments, and other administrative services. Many taxpayers are struggling due to the instability of the Coretax system.
In response to this, the Director of Education, Services, and Public Relations at the Directorate General of Taxes, Dwi Astuti, said that they will make improvements to ensure the system works better.
“We apologize for the inconvenience caused during this transition period and are committed to continuously improving the services,” said Dwi Astuti on Thursday, February 6, 2025.
Harsh Criticism

Many netizens dealing with the establishment of Limited Liability Companies, Tax Identification Numbers (NPWP), fiduciary matters, and related services, have expressed deep disappointment with the performance of the General Legal Administration website, which has been consistently inaccessible.
“Please, sir, prioritize the General Legal Administration system. It’s been more than a month with these errors. This is hampering our work, notaries are getting a lot of complaints from clients,” said one netizen on the official Instagram account of the General Legal Administration service, @Ditjen_AHU.
“Work is piling up so much. 😞 How long will this login issue last? When I can finally log in, I can’t input any data,” wrote another netizen on February 3, 2025.
“Don’t tell us to improve our professionalism and integrity, sir. Our work is being slowed and hampered by the government, which is unable to manage a website that keeps going down,” said another netizen.
